The European Commission launched four new calls for proposals under European Social Fund+:
First call for proposal:
EURES Cross-border partnerships and support to EURES cooperation on intra-EU mobility for EEA countries and social partners (ESF-2023-EURES-CBC)
This topic shall support cross-border partnerships in implementing the objectives of the EURES Regulation, improving the functioning, cohesion and integration of the cross-border labour markets and promoting voluntary and fair geographical and occupational mobility in such regions. The cross-border partnership must be established based on actual needs in terms of mobility flows and economic activity. In particular, it should address skills mismatches in the border region. While cross-border partnerships are free under the EURES Regulation to define a number of specific tasks, cross border partnerships co-financed by this call have to provide a minimum number of services.
The overall objectives of the call topic are to facilitate workers’ intra-EU labour mobility, to boost employment opportunities as well as to support the implementation of the EURES Regulation. The ultimate goal of the call is to facilitate the job matching, placement and recruitment process on a fair basis

Second call proposals:
EURES Cross-border partnerships and support to EURES cooperation on intra-EU mobility for EEA countries and social partners (ESF-2023-EURES-CBC)
This topic covers activities of European social partner organisations which are observers in the Advisory Committee on Free Movement of Workers to inform about, coordinate and to facilitate intra-EU labour mobility among their member organisations and to ensure that those member organisations, which are also part of the EURES network, are well aligned to the objectives of EURES and/or become EURES members or partners admitted by the national EURES Coordination Offices.
The overall objectives of the call topic are to facilitate workers’ intra-EU labour mobility, to boost employment opportunities as well as to support the implementation of the EURES Regulation, in particular in EEA countries. The ultimate goal of the call is to facilitate the job matching, placement and recruitment process on a fair basis.

Third call proposals:
Posting of workers: enhancing administrative cooperation and access to information, and activities to tackle undeclared work (ESF-2023-POW-UDW) Topic 1
The call intends to support the Commission and the Member States to understand existing and new challenges and develop initiatives in the field of posting of workers and a decent work agenda. The proper functioning of administrative cooperation between Member States and improved access to information on applicable terms and conditions of employment and administrative requirements for companies in a transparent and accessible manner, are essential for the correct application, implementation and enforcement of the Directives.
The specific objectives are the following:
- To promote transnational cooperation and increase mutual trust among public authorities in charge of the implementation of administrative cooperation and mutual assistance as well as monitoring the compliance with and enforcement of the applicable rules and stakeholders, including the promotion of the use of the Internal Market Information System (IMI) and sharing experiences and evidence-based good practices in this respect;
- To increase the accessibility, transparency and quality of the information concerning the terms and conditions of employment to be respected and the existing practices in the MS to monitor and enforce the provisions of the Posting of Workers Directive;
- To promote the evidence basis through the collection and evaluation of original data, and the analysis specific to the posting process and posted workers’ working conditions, including through the collaboration between universities across various disciplines, research centres and institutes and stakeholders, in particular social partners.
Thus, this call will contribute to the following principles of the European Pillar of Social Rights: 3. Equal opportunities; 5. Secure and adaptable employment; 6. Wages; 7. Information about employment conditions and protection in case of dismissals; 8. Social dialogue and involvement of workers; 10. Healthy, safe and well-adapted work environment and data protection; 12. Social protection; and 20. Access to essential services.

Fourth call proposals:
Posting of workers: enhancing administrative cooperation and access to information, and activities to tackle undeclared work (ESF-2023-POW-UDW) Topic 2
The European Pillar of Social Rights has set out key principles and rights for a renewed process of upward convergence towards i.e. fair working conditions in particular in the areas of secure and adaptable employment, wages, information about employment conditions and protection in case of dismissals, social dialogue and involvement of workers, etc. The Topic 2 of this call for proposals intends therefore to contribute to the implementation of the key principles of the pillar in the area of tackling undeclared work.
The main objective of the Topic 2 of this call for proposals is to complement and add value to the work of the European Platform tackling undeclared work. This call is to co-finance actions fostering joint activities and cross-border projects of enforcement authorities and other relevant players improving their technical capacity in the field of preventing and deterrence of undeclared work in line with the Platform’s vision of transforming undeclared into declared work by using a holistic approach, where national governments join up strategy and operations and cooperate with social partners and other stakeholders to employ the full range of direct and indirect policy measures. This will further enhance on-going cooperation between Member States enforcement authorities. Therefore, the call for proposals aims to support relevant actors in the field of tackling undeclared work such as ministries, enforcement authorities, social partners, etc. to develop innovative initiatives which shall contribute to enhancing the implementation, application, knowledge and better enforcement of EU and national law in the area of undeclared work, including through cross-border cooperation, thus supporting the transformation of undeclared work into declared work. The knowledge gained from these projects should also help building up evidence-based knowledge for better policy design.
