The European Commission has published a Call for Proposals relating to adult learning and ‘Upskilling’. The call falls within the Programme for Employment and Social Innovation (EaSI), which is the EU financing instrument to promote a high level of quality and sustainable employment, guaranteeing adequate and decent social protection, combating social exclusion and poverty and improving working conditions.
The aim of this Call is to offer adults with a low level of skills, knowledge and competences, for example those who have left initial education or training without completing upper secondary education or equivalent, and who are not eligible for support under the Youth Guarantee, access to upskilling pathways which provide them with enhanced opportunities.
Funded projects should therefore aim to allow participants to acquire a wider set of skills, knowledge and competences, relevant for the labour market and active participation in society.
Examples of eligible actions to be funded include:
- Activities relating to skills assessment
- Provision of tailored and flexible learning opportunities
- Validation or recognition of skills acquired
- Outreach, information sharing and communication activities
- Capacity-building activities to support, mobilise and engage stakeholders in upskilling activities.
Eligibility Requirements:
To be eligible, applicants must be public entities in charge of national or regional policies and actions for upskilling adults. Applicants must also be registered organisations in an EU member state or in Iceland, Norway, Albania, the Former Yugoslav Republic of Macedonia, Montenegro, Serbia or Turkey.
More detailed information about specific objectives, and eligibility, can be found in the Call for Proposals document.
The deadline for submitting applications is the 30th June 2017.
