Calls for proposals under Key Action 2 (KA2) – Cooperation among organisations and institutions
The Key Action 2 focuses on:
- Partnerships for Cooperation, which envisions the following field of actions: Cooperation Partnerships and Small-scale Partnerships.
- Partnerships for Excellence which envisions the Centres of Vocational Excellence (CoVEs)
Partnerships for Cooperation: the primary goal is to allow organizations to increase the quality and relevance of their activities, to develop and reinforce their networks of partners, to increase their capacity to operate jointly at transnational level, etc. There are two available calls for proposals:
- Partnership for Cooperation in the field of Youth – European NGOs (ERASMUS-YOUTH-2021-PCOOP-ENGO)
The aim is to support the development, transfer and/or implementation of innovative practices as well as the implementation of joint initiatives promoting cooperation, peer learning and exchanges of experience at European level. Sector Specific Priorities: In the field of youth, priority will be given to actions that contribute to the core areas of the EU Youth Strategy 2019-2027: engage, connect and empower young people. A particular focus will be on strengthening cross-sectorial cooperation that allows for greater synergies across different areas of actions that matter for young people, promoting youth participation in various scales and formats and supporting active citizenship of young people, notably youth at risk of social exclusion.
The proposed funding model consists of a menu of 3 single lump sums, corresponding to the total grant amount for the project: 120 000 EUR, 250 000 EUR and 400 000 EUR. The deadline for applications is the 20th of May 2021.

- Partnership for Cooperation in the field of Education and Training – European NGOs (ERASMUS-EDU-2021-PCOOP-ENGO)
Cooperation Partnerships aim at: Increasing quality in the work, activities and practices of organisations and institutions involved, opening up to new actors, not naturally included within one sector; Building capacity of organisations to work transnationally and across sectors; Addressing common needs and priorities in the fields of education, training, youth and sport; Enabling transformation and change (at individual, organisational or sectoral level), leading to improvements and new approaches, in proportion to the context of each organisation. Horizontal aspects to be considered when designing your project: Environmental sustainability; Inclusion and Diversity; Digital dimension.

Partnerships for Excellence: it supports projects with a long-term sustainable perspective. It envisions the following partnerships: Centres of Vocational Excellence (CoVEs), Erasmus+ Teacher Academies, and Erasmus Mundus Action. There is one available call for proposal:
- Partnership for Excellence – Centres of Vocational Excellence (ERASMUS-EDU-2021-PEX-COVE)
The initiative on Centres of Vocational Excellence (CoVEs) defines a bottom-up approach to excellence
where institutions for vocational education and training (VET) are capable of rapidly adapting skills provision to evolving economic and social needs. It aims to foster transnational collaborative platforms, which would be difficult for isolated member states to establish in the absence of EU incentives, technical support, and mutual learning opportunities. This action supports the gradual establishment and development of European platforms of Centres of Vocational Excellence, contributing to regional development, innovation, and smart specialisation strategies as well as to international collaborative platforms.
The maximum EU grant per project is 4 million euros. The granting authority will fix the lump sum of each grant based on the proposal, evaluation result, funding rates and the maximum grant amount set in the call. The deadline is the 7th of September 2021.

Call for proposal under Key Action 3 (KA3) – Support to policy development and cooperation
The Key Action 3 focuses on the European youth together.
The European Youth Together action targets youth organizations at grass-root level which want to establish partnerships across borders, i.e. which aim at adding a European dimension to their activities and at linking these activities to EU youth policies, most notably the EU Youth Strategy 2019-2027. There is one available call for proposal:
- European Youth Together (ERASMUS-YOUTH-2021-YOUTH-TOG)
The action primarily consists in supporting activities aiming at connecting EU level youth organisations and grassroots NGOs operating at local levels (rural, cities, regions, countries) that will benefit from developing cross-border activities. The overall structure of the action takes into account the growing size of the youth sector, the changing trends in youth participation and the need for more sustained and stable funding support in the youth domain. It also takes into account the need to better cover the great diversity of youth organisations across Europe and to respond to the identified needs for both grassroots activities and large co-operation projects within Europe.
Maximum EU grant per project is 150,000 euros. The deadline for applications is the 24th of June 2021.
