Call for flexible response mechanism support (Eastern Neighbourhood Countries: Armenia, Azerbaijan, Belarus, Georgia, Moldova And Ukraine)
The Flexible Response Mechanism supports civil society organisations in the Eastern Neighbourhood Countries: Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine – in a flexible and fast way in a highly unpredictable and turbulent environment. The Flexible Response Mechanism supports a broad variety of civil society actors which are facing emergencies, war and/or conflict, drastic change in political or legislative context (positive or negative), rapidly closing space and/or fundamental human rights under threat, deterioration of legislative framework and legal protection, sudden political tension or polarisation, external and/or internal threat to the existence or unhindered operations. The Flexible Response Mechanism strives to support projects that focus on countering restrictions and human rights abuses, to overcome risks and emergencies and reclaim civic space using new windows of opportunity and new political openings and which are providing emergency assistance to individuals of all genders and groups under threat, where the support is channelled through a civil society organisation.
The total yearly budget for Flexible Response Mechanism is DKK 5,000,000. Maximum grant amount awarded: 400.000 DKK. Co-financing is allowed if needed.
The timeframe consists of max 1 year. Please note, that all activities must be concluded before the end of 2026. There is a rolling application deadline.

The German Marshall Fund: call for proposal relief, resilience, recovery for Ukraine Funded
In response to the security challenges and humanitarian crisis caused by Russia’s war against Ukraine, the German Marshall Fund of the United States and its Ukraine: Relief, Resilience, Recovery program is launching a new call for project proposals for civil society organizations and independent media from Ukraine. Projects should be initiated by CSOs and independent media legally registered in Ukraine, which are based or relocated to and working from Ukraine and neighbouring countries. The involvement of additional local partners is encouraged, and welcomed.
Proposals will address one of the following priorities:
- Emergency support: grants of maximum $25,000; duration 3–12 months
- Recovery and capacity building for CSOs: grants of maximum $25,000; duration 3–12 months
- Recovery and capacity building of civil society organizations in the de-occupied territories: grants of maximum $25,000; duration 3-12 months
- Media support: grants of maximum $25,000; duration 3–12months
- Support for educational projects, youth organizations and civic initiatives to rebuild Ukraine: grants of maximum $25,000; duration 3-12 months.
Proposals will be received and evaluated on an ongoing basis.
