The European Commission, in particular the DG EMPL, launched a call for proposals under the Social Prerogative and Specific Competencies Lines (SOCPL) work programme 2021.
The Social Prerogative and Specific Competencies Lines (SOCPL) finances measures enabling the social partners and the social actors at company level to familiarize themselves with EU law and policies in the area of employee involvement, to exercise their rights and their duties to this regard and to work together towards the definition and implementation of concrete responses to the challenges posed to workers’ involvement.
This call aims at contributing to the promotion of social dialogue at cross-industry and sectoral level, developing European social dialogue, and building and strengthening the capacity of national social partners, in particular following the Covid crisis. European social dialogue refers to discussions, consultations, negotiations, and joint actions involving organisations representing either side of industry (employers or workers).
Actions that address the following themes will be particularly welcome:
- the employment, social and economic challenges as identified in the European Pillar of Social Rights and other key Commission documents, such as the Communications “The European Green Deal” and “A stronger Social Europe for just transitions”;
- activities –based on cooperation between EU-level cross-industry and national social partners to strengthen the capacity of the latter, if they are heavily impacted by the consequences of the COVID-19 crisis, which has created extraordinary challenges for social dialogue.
- the adaptation of social dialogue, in particular collective bargaining, to changes in employment and work-related challenges.
The deadline for applications is the 30th of June 2021. The available call budget is EUR15 370 000. The co-financing rate fixed from the EU grant may not exceed 90 % of the total costs.
